The exact relationship between the Ascendant and the house boundary depends on the house system.
Think about arriving at a gathering where you know nobody. You might introduce yourself immediately, observe before speaking or look for something useful to do. The First House offers a vocabulary for that opening approach. It concerns more than the impression other people form: it also invites attention to how you inhabit a situation and make room for yourself within it.

In many house systems it is the cusp. In whole-sign houses the whole rising sign is the First House, and the Ascendant sits at a degree within it. Check the system before reading a boundary.

The house still has a sign and a ruler. Start with the rising sign, then find its ruling planet and read that planet's house and aspects. No planet in the First House does not mean a weak personality.
How much can an uncertain birth time affect my First House reading?+
The Ascendant moves through the zodiac during the day, so an uncertain time can change its degree and sometimes its sign. Check the plausible time range before making precise claims about the First House or planets near its boundary.
What is the difference between a planet in the First House and a planet conjunct the Ascendant?+
A house placement locates the planet within a sector. A conjunction measures its closeness to the Ascendant degree. A planet can be in the First House without being close to the angle, so the two descriptions are not interchangeable.
